In November 2017, SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as “PECC”) received a report from aquaculture farmers in Shijiatan Village, Wujiang District, Suzhou City, that in a river located in the southwest of Shijiatan village and west of the Taipu River Bridge on Jiangcheng Avenue, there was a enterprise discharging wastewater secretly and dumping dyes into the river. The black and pungent odor of the river has brought uncertain economic impact to the surrounding aquaculture farmers.

PECC’s staffs arrived at the scene several times for research and found that the river reported to be polluted in the area was just as the residents said. The water body of the river behind the fence of the enterprise has been seriously polluted, and the black water emitted a pungent smell. Huasu Textile Technology Co., Ltd. and Guangjufei Textile Technology Co., Ltd. have opened many discharge outlets to the river on the north side. At the same time, the enterprise’s dye barrels were piled up in the open air, and it was obvious that some of the dye had flowed into the river along the fence. It was also found at the south gate of the enterprise that a large amount of residue used for desulfurization and denitrification by the boiler of the enterprise was piled up in the open beside the road outside the gate. The situation at the site is shown in the picture below.

On December 4th, 2017, PECC submitted the “Research Report on Water Pollution of Wujiang Huasu and Guang Jufei Textile Technology Co., Ltd.” to the environmental protection department.


Wujiang Environmental Protection Bureau attaches great importance to it after receiving the research report. Director Cai of Wujiang Environmental Protection Bureau came to PECC immediately to understand the situation, and had a long exchange on environmental governance. The document reply given by the Wujiang Environmental Protection Bureau is as follows:

On February 1st, 2018, PECC’s staffs went to Wujiang to follow up on the treatment of the polluted river and found that the water body of the river polluted by Huasu and Guangjufei had returned to normal, and the river had been completely treated. The photos of the scene are as follows.
