At the beginning of December 2017, SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as “PECC”) received a report from the residents in Wujiang District, saying that the river at the intersection of South Second Ring Road and Yinhe Road in Wujiang District was seriously polluted and accompanied by stench. PECC’s researchers went to the site many times to conduct research. A total of three sewage outlets were found in the survey, and the specific geographic locations are shown in the figure below.

Figure 1: The geographical location map of the three outlets

The first sewage outlet was covered with oil, and part of the iron gate had been corroded. The sludge around the iron gate was also infiltrated by oily substances and went straight to the river.

The second outlet was hidden in the grass, and the perimeter of the grass had been covered with flocculants. The researchers found that the water discharged from the outlet was milky white and oily, and the smell was pungent at the scene.

On December 15th, 2017, PECC submitted the “Research Report on Water Pollution of the South Second Ring Road in Wujiang District” to the environmental protection department.

Wujiang Environmental Protection Bureau replied quickly after receiving the research report, and gave a written reply on December 22nd, 2017. The details are as follows:
